Language, sustainability, and essential-needs supply security: A Framing analysis of Saudi institutional and official-news discourse

Abstract
Environmental sustainability and the secure provision of food and water are often discussed separately, although they are inseparable in an arid, import-dependent setting. This article examines how Saudi public institutions and the Saudi Press Agency give linguistic form to that relationship. It draws on a purposive bilingual corpus of eighteen Arabic and English webpages and news releases issued by Vision 2030, the Saudi Green Initiative, the Ministry of Environment, Water and Agriculture, the Saudi Water Authority, the General Food Security Authority, and the Saudi Press Agency. Entman's framing model guides analysis of problem definitions, causes, evaluations, and remedies; metaphor, agency, modality, and temporal orientation reveal how those functions are realised. The analysis identifies a security-continuity frame joining reliable supply to resilience; a stewardship frame centred on resources and future generations; a transformation frame casting sustainability as a national journey; and a managerial-integration frame organised around efficiency, infrastructure, and anticipatory planning and governance. A quieter responsibility-partnership frame appears in references to consumption, food loss, water demand, partnership, and awareness. Security-continuity functions as the principal bridging frame across environmental sustainability and essential-needs supply, while leaving affordability, distribution, household practice, and ecological limits comparatively less visible. The study contributes a bilingual, cross-domain account of Saudi sustainability communication and clarifies its selective alignment with SDG 12 and linked goals.
